Windows 10: Why windows 10 upgrade file 'setup.exe' is showing This app can't run on your pc' when open?

I searched the website for 32-bit Media Creation tool file, but seems like there is no such thing like that. I'm trying to upgrade Windows 10 32-Bit to Windows 10 64-Bit and i have a processor that support 64-bit. I upgraded to Windows 10 from Windows 7 recently. After the upgrade, I am unable to open .EXE files. The files just don't open without showing any other notifications. Suggest a solution for the same.
