Windows 10: Why wont my advanced setting pop up after i restart it?

ive been wondering as to why my advanced settings wont even pop up after i do the "advanced settings restart" All it shows is a black screen at first which then leads to "hdmi not found." ive tried unplugging the hdmi cord, display options, etc. My keyboard, mouse, and Pc lights remain on during the lost signal so i know that the pc is functioning and not off completely.

To turn on pop-up blocker follow the steps below

• 
  Open Microsoft Edge browser. Click on "More actions" link (...) at right side on address bar
  
• 
  In "More actions" menu, Click on "Settings" to open Settings screen.
  
• 
  In "Settings" screen, click "View advanced settings" button below "Advanced settings"
  
• 
  In "Advanced settings" screen, turn ON toggle button below the "Block pop-ups" to block the pop-ups. Turn OFF toggle button to unblock the pop-ups

• Press “Windows key + I” to open the Settings screen.
  

I suggest you to sign out from the current user account, restart the computer and then sign in to the Administrator account to check if this helps
