Windows 10: Will not restart

Recently we got hit with a major wind storm and it knocked out power to roughly half the state for three, maybe four hours and my computer happened to be on when this happened. When everything was restored I booted up the computer and everything seemed to be fine until about 2 and 1/2 hours later there was a small surge throughout the whole neighborhood, maybe larger, and of course I was on the computer at the time. Now I can't log in to Windows. Everything boots up just fine, but where the login screen supposed to come up all I get is a black screen. I tried going through the repair process but it tells me that it is unable to repair. I recently reformatted my PC so I would not lose much if I had to go through reinstallation again however, I really don't want to go through that process again. What else can I do?

Hard drive/ OS issue

Thanks for your patient help and analysis, zbook. I'll step through some of your suggestions over the next few days - there's a lot to do and some look a bit hairy! That is, for a PC that is working sweetly right now...

One step I did try right away was to answer your question about whether my BIOS is up-to-date. I had no success at the AMI site but did get some info from this commercial site:

Hardware failure or system instability can cause the computer to
