This horrible bug/issue is still doing the rounds. Happened again on one of our machines this morning right as I was about to leave for work. Worried about the issue and not wanting the machine to be hosed or something to confuse my family during the day when using it I ended up babysitting the process. It took about thirty minutes of doing what amounted to the square root of nothing before finally switching off. A reboot to check revealed zero updates happened. This is immensely irritating. I'm thinking its some kind of background task that has kicked off and wants to finish but it falsely gives the impression updates are being configured . I noted that cpu was constantly around 30% whilst the machine was on before this all kicked off. It was being used by Windows module installer service. Now typically this is associated with Windows update but I believe it can be due to other things too. It basically makes Windows 10 a dangerous thing to leave idle for any length of time just in case one of these background processes really takes hold leaving you unable to shutdown until it's finished doing its thing!

Does that computer have Windows 10 Home and is using Windows Defender as the AV? I suspect it might have something to do with that. Even after running updates, it can come up with a Windows Defender update later on. Why it takes that long to download and install that update is unknown. It is almost as if it thinks it has a major update to install. I posted a question on Microsoft's Windows 10 Support Forum, but I never received a reply from MS. You might try to post something there as well and see if you get a response. You really wonder if they know what is going on inside Win 10. According to Microsoft, Windows 10 Update is supposed to be revised with the next big release in Spring, hopefully for the better.

  3. Thanks. It's pro but I do use defender on it. If I see that modules installer working overtime again before a shutdown i might open defender to see what's going on.

hopefully as you mention the update process gets an overhaul because it's a pretty shambolic and unpredictable mess at the moment.

Win 10 Ann Ed - "Shutdown without updating"

    Hi ALL,

I started this thread and I too thought the problem was gone. But its not!!! I have a small Dell Zino PC that I have set up as a HTPC with a TV tuner so I can record over-the-air broadcasts. Since I updated my cable DVR to one with 6 tuners I hardly use the Dell, but I make a habit to turn it on at least once a week mainly to get any updates.

This morning I turned it on and told it to look for updates. While it was looking I watched some other TV from the DVR. After a while I switched back to the Dell and it said it was up to date and no updates were found. Great - I just turned it off. And (since I'm writing this post!) it went to the "Getting ready to update Windows" and the circle of dots started to spin. And spin! And spin! And spin. . . .! No progress indicator and again there was NO indication of ANY updates ready to be installed. So I switched the TV to the DVR and watched a little more TV. I was ready to turn off the TV but before I did I switched back to the Dell and the dots WERE STILL SPINNING!!! AND STILL NO PROGRESS INDICATOR!! It had been over an hour. Since this started from my powering down the Dell, I turned off the TV and just let the Dell sit as eventually it would finish and just shut down, which it did about half an hour later.

So in summary with ABSOLUTELY NO INDICATION of any updates, upon powering down it spent a good hour and a half doing some kind of update. This it REALLY ANNOYING!! Its bad enough that regular updates that tell you a restart is needed sometimes take a long time but this hour and a half had NO indication it was going to happen. Didn't MS advertise Win 10 as being able to do its updates quicker and easier. I think it's much worse than previous versions.

Yes, this PC does only use Win Defender since I don't use it for e-mail nor web browsing, but I've seen this happen on mine and my sister's PC, both of which use Norton.

Is there any way we can complain directly to MS?

  5. I agree with your frustrations. This is very poor from MS. Basically don't leave idle or this could happen and will do so at the most inconvenient time (in my case right before I was about to leave for work!). I suspect it's not updates but some kind of rubbish background task that starts and Windows doesn't want interrupted. Would be nice to know what it may be though. It's certainly associated with tiworker.exe in some way
