Windows 10: Win 10 - Icon is not currently active

I have the win 10 icon in the notification list of my win 8.1 computer, but it won't show up on the toolbar even though I have set it to "show icon and notification."
It says; "the icon is not currently active," even though I have already updated an identical desktop?

I suggest you to restart the Windows Update services and check.

• 
  Tap or press Windows Key + R, type
  services.msc and then press Enter.
  
• 
  If you are prompted for an administrator password or for a confirmation, type the password or click
  Continue.
  
• 
  Locate Background Intelligent Transfer Service and check the
  Status.
  
• 
  If the Status is Stopped, right-click
  Background Intelligent Transfer Services, and then click
  Start in the menu.
  
• 
  Locate Windows Update and check the
  Status.
  
• 
  If the Status is Stopped, right-click Windows Update, and then click
  Start in the menu.
  
• 
  Close Services.

I have already tried this tool and unfortunately it has no effect whatsoever. Non of the 4 options available seem to have any effect on the icon. *Sad
