Windows 10: Win 10 language doesn't fully change after installing desired language pack

I recently purchased a laptop from Finland, and upon starting it, I realized it was pre-installed with the windows and its default language was set to Finnish, I have been working on this for quite some time and have been able to install the English language pack and change the language to English and region to US. Although most of text is in English, there are some areas in the settings panel where the language is still displayed in Finnish which makes it hard for me to navigate.

Is there a way to change the system language to English through windows?

Windows 8.1 update changed the language, can't change back

Maybe, these will help... it seems it is a common enough problem.

Language packs are no longer available after you upgrade to Windows 8.1

And, sort of the same here --> Add a language or keyboard

Trying to change display language but "No language pack available"

I understand that you are unable to download the English language pack.
I suggest you to follow the steps provided below to download the language pack.

  Press Windows logo key + X key.

  Click on Control Panel.

• 
  Click on options on right hand side of the English language pack.

Any language pack for Vista ?

I would install right after wipping the HDD Vista 64 business. So that version has a french language pack included? Never knew that. I'll get use of this cd-key finally then!
Got myself a small Athlon 64 skt 754 2gigs with 2 gigs ddr400 to go along with it.
Or should I have to install Win XP 32 bits and update to Win business 64 bit and change the language ?
