Windows 10: Win 10 pc still on after pressed shut down

I had a hdd in my pc, just it was very slow, and i had to buy an ssd. I unplugged the hdd, and installed the win 10 to my new ssd. After that everything worked perfectly, the only problem is when i want to shut it down. The monitor is black, like always, but the fans are still working. When i boot up from hdd, everything is fine.

Recently upgraded Win 10 PC won't shut down

Hi,

a few days ago, I upgraded a PC from Win 7 to Win 10. I also swapped Nvidia GTX 750 Ti for an Nvidia GTX 960. Everything looked in order and functioned well until I tried to shut the PC down. The Shutdown button in the Start menu just does nothing. Same goes for the Restart button.

Weirdly enough, the PC doesn't even want to shut down from cmd using the "shutdown /p" command. In this case, the "Shutting Down" screen appears, but the wheel just spins infinitely and it doesn't shut down.

I've:

• used the Win10 tool for PC resetting and clean installation of Win10
  
• turned off Fast Startup as suggested somewhere
  
• set the power button to Shut down, the same thing as with cmd happens
  
• updated BIOS
  

Obviously, I'm out of my league here.

win 10 will not shut down properly

• Is this an error message Explorer\windows\settingsync\BackgroundUploadTask? If yes, where are you getting this message?

Windows 10 is unable to complete shut down

We suggest doing these troubleshooting steps below:

Method 1. Hard Reset

• Shut down your computer.
• Remove the cable and wires connected to your computer.
• Press the Power button for 10 seconds to completely drain your device.
• Check if there's any changes.

Method 2. Shutdown trick.

• Press Windows key.
  
• Press and hold Shift.
• Click the Power icon.
• Select and click Shutdown.
