Windows 10: Win 10 Upgrade 1709 to 1803

I would just like to add my pennies worth regarding my frustration over the last twelve months or so trying to upgrade to what ever the latest win 10 Feature version is currently available.


Firstly I must say I am now up and running with Win 10 1803, thanks to a community thread which I read and now can not find again.

The premise was that a previous user and many others had a similar problem to mine. Upgrade Failed Second_Boot_Migration_Data error 0xc1900101 their resolution was that they removed the WiFi Lan Card before commencing the upgrade. And for me it worked today 01/10/2018.

My Lan card is a RaLink Tech Corp 802.11n, should MS wish to check it out for compatibility issues.


I have not modified my Desktop in any way and have had this issue ever since Ms started these Win 10 Feature releases. Last time I ended up taking my PC to a repair agent, who managed to update to 1709 but he was not sure how, and of course it cost me. With pending Oct 2018 release I thought I ought to get this sorted, having had 1803 (8) failures so far via the normal Windows Update settings window.


I have followed the various solutions since upgrading to Win 10 from deleting all 3rd Party software inc AV, Restarts via Recovery/Restarts in settings, ISO USB reboots all of which have taken an enormous amount of my time.


This is just not good enough MS why should user/customers be treated as the test bed for new product releases!!

Possible to upgrade w10 Pro 1703 to 1709 instead of 1803?


Note that assuming you need to have 1709, then if you wish to not upgrade to 1803 then either
- if you have Pro you can defer this for 365 days
- or you must take special action - before 1803 starts to download- to hide the upgrade.

Further:

This could suggest:
- Windows update is broken or disabled on that PC
- MS does not deem it fit to run 1709, so never offered it
- it has been trying to upgrade to 1709 but repeatedly failing (you can check its Update History)

 

Upgrade to 1803, recovery to 1709. Cannot return to 1803.


When I received the upgrade to 1803, everything seemed fine for a couple of days but then I needed to scan a document and found that I could not communicate with my Epson printer/scanner. To cut a very long story short, I eventually found that turning my VPN (CyberGhost) off allowed access to the printer/scanner.
I decided to return to 1709 and that seemed to fix the problem, until the next reboot. So now I can't print or scan with the VPN active. Furthermore, Windows Update tells me my PC is up to date so I can't get back to 1803.
Neither Epson nor CyberGhost have any ideas, even though they have both been very helpful in running tests.
So here I am, asking if anyone here can suggest either, why the VPN is blocking the printer (even though the printer ip is in the VPN exceptions list) and/or why Windows Update will not restore 1803.
