Windows 10: Win Update error with KB4528760

Win 10 Pro x64, Build 18363.535, Version 1909/Nov 2019 Update
I have clean-installed Windows 10 Pro at the beginning of this year.
Windows Update was running fine until yesterday, when the January Cumulative Update refused to install on my PC: (KB4528760) - Error 0x800f0982
I ran Update Trouble Shooter: no issues
I cleared the Update cache and ran Win Update again: same error
I downloaded the KB4528760.msu for my version from Win 10 Update Catalogue: also refused to install

Now I turn to all you knowledgeable wizards in hopes of a solution...

KB4528760 CU Win 10 v1903 build 18362.592 & v1909 build 18363.592
January 14, 2020 - KB4528760 (OS Builds 18362.592 and 18363.592)

KB4532938 Cumulative Update for .NET Framework 3.5 and 4.8 for Windows 10 Version 1903 and Windows Server 1903 RTM and Windows 10, version 1909 - will not affect build number.


I don't know how you have a 1903 build number now if you were on 1909.

I think this update fixed my frustrating problem with Nvidia Control Panel. before it took 40 seconds to launch on SSD for near last 2 month. i did many troubleshooting steps without success. until today that i installed this KB4528760 and now NCP will launch after 4 seconds.
