    No, what I said above is 100% true. Absolutely any virtual-memory-based OS will easily and immediately fill 16GB of RAM (16GB? That's just laughable by modern standards). If it won't fill it with active application working sets, then it will fill it with cashed and/or prefetched data. If some OS does not do it, it is back to the drawing board for the designers/implementers of that OS.

    The rest simply boils down to how each OS calculates the "working set" of a process and how aggressively the OS manages the RAM pages that belong to that working set. There's no standard for that and any changes will easily result in different values being reported. This is most likely what the OP observes.

    Well, have it your way and just ignore the fact that everybody who has got a task manager, some other program that reads out current ram usage or knows the right commands can easily show you at any given moment that this is not the case.

    To those who actually understand the relationship between RAM and virtual memory in a modern OS, I'd like to point out that the OP was referring to Chrome's private working set size. Chrome is not a device driver, it is a user-level application, which has no access to direct RAM management. Chrome could not produce "RAM leak" even if it wanted to do so deliberately.

    It dropped my memory usage in Windows 10 from 90%+ to 30%:
