Windows 10: Win10 Version 1703 Build 15063.13 explorer.exe not loading/crashing

I just rolled back to 1607Hi all, Just upgraded to Build 15063.13, explorer.exe is not loading. Screen is black. I have task manager open and tried manually starting the task, but it crashes a few seconds later.I've been able to open chrome as well, there was a see edit 1 River tuner error while logging in. high trottling CPU speed after install build 1607 in Windows 10

The version is 1703, build 15063.13

 

error 0x8024a105 in Windows 10 update

I have the update of the latest version creators update version 1703 build 15063.13

 

I'm already using Version 1703 Build 15063.13. mine goes that way also but after several hours of waiting at the blackscreen the explorer went well. But I found a display glitch at the All Apps in the Start.
