    On my HP laptop, the settings screen comes up, but you can do anything with it, like run backups or check for new updates. Is there a patch that will fix this? Or, gadzooks, do I have to rebuild?

    Hmm, that's a new one I think. Has Settings been ok, and now failed to respond? Or have you just recently upgraded and found it didn't work? Does Settings work in safe mode? If you do a clean boot?

    Do you have any useful System Restore points? Disk images? (Disk imaging is an essential tool which can get you to a previous working state without technical help in a relatively short time- using free software - or commercial).

    - those are basic general fixes.

    Ultimately if there's no other idea, you can do an in-place upgrade repair install (which keeps all programs and most settings).
