Windows 10: Window Apps and tool bar have been missing : File system Error-2144927439

I can't use any of window apps. Also, tool bar has been missing, so I cannot see any open windows and program on the tool bar. When I try to open personalize apps , there is error box: This file does not have an app associated with it for performing this action. Please install an app or, if one is already installed, create an association in the Default Apps Settings page. But, I cannot even open the Setting page.Also, when I tried open the picture file, I see the error code : File system Error-2144927439I tried all the fixing instructions from the website, but those were not working. Please

You can try the following steps to see if it helps with this issue。

Press "WIN+R" on the keyboard to open the "Run" dialog box.

Enter "services.msc" in the dialog box and click the "OK" button.

Find "Windows LicenseManager" and double-click it.

Enter the interface, and change the startup type option to automatic.

Click the "OK" button and restart the computer.

Check if the error is fixed.
