Windows 10: window explorer won't open and keep refreshing when click on it

It happened so suddenly, it refresh my screen every time I click on it, I can't open in safe mode too, cold boot doesn't work, different profile account doesn't work, but I can open file while saving a file in other application, for example use "save" to save a PNG file in Paint, and I can copy and paste while saving, everything works fine in Paint, Photoshop, etc...I believe those were not file explorer but a different version specificly made by other application, I can't open File Explorer directly through other application, for example "Show in folder" in OperaI believe this happened afte

Windows won`t open an program when using Microsoft user

Windows won`t open an program when I try to open it with Microsoft account user, but when I login with local account, that program opens. I have tried with 2 Microsoft accounts, 1 admin and 1 normal user, and it won`t open in either one of them. What can cause this?

Step 1: Run Windows app troubleshooter.

Step 2: Run shell commands for Windows store and check if it helps.

Follow the below steps:

• 
  Press Windows key + X and select
  Command prompt(Admin) to open elevated Command prompt.
  
• 
  Type the following commands.
  
  
  
  powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.xml
  
• 
  Hit enter, the blackscreen will appear still for a couple of seconds. After a couple of second a new line saying C:\.... will appear.
  
• 
  Close Command Prompt.
  
• 
  Try to start the Windows Store again.
