Windows 10: Windows 10 1709 failed restore point bootstat.dat 0xc0000043

Discus and support Windows 10 1709 failed restore point bootstat.dat 0xc0000043 in Windows 10 Backup and Restore to solve the problem; I have given up using restore points.
