Windows 10: Windows 10 1803 Enterprise Cumulative upd not found

I have a horizon environment running linked clones on windows 10 Enterprise 1803. For some reason the VMs never find the cumulative updates offered on Patch Tuesdays. It finds the other updates (office, flash player etc.) But never cumulative or any servicing stack updates. This is connecring straight to Microsoft.

Ive tested removing all AV, toggling firewall on/off. Removing all 3rd party software and it still comes back with "youre up to date"

Ive even tried tying it to a wsus server and it shows the cumulatives as 'not applicable'

In the past ive manually downloaded them from The catalog and installed directly. Servicing stack prior to cumulative manual installs never complete, the green windows update bar sits at 100% and never completes. Left it overnight and it was still stuck.

Also tried the whole renaming software distribution and the dism restorehealth checkhealth etc.

No clue. Any ideas?

This is the biggest update W10 ever had. Lol look at the file list.
This is pretty good for those who installed Windows 10 today. Just one update that has everything, no need to install previous updates.
