Windows 10: Windows 10 1809 "Setting" app (Such as Display Setting, Personalization, or Taskbar...

Hello to all readers of this post!


I've recently done a clean installation of Windows 10 (1809) on my computer and updated the system and drivers to the latest as needed.

(Here's a list of updates that are currently installed in the system.)​

Everything was without problem until yesterday when I started to notice that I cannot seem to open the "Setting" app from my desktop.

If I right-click on the desktop and choose "Display Setting" & "Personalization," or right-click on the taskbar and choose "Taskbar Setting," the "Setting" app will not launch at all. All I see is the "Background Busy" cursor lasting for about a second.

The weird thing is that the "Setting" app seems to be working just fine if it is launched from other places such as the start menu. I also tested it with a new Windows account, which turned out to be working just fine and free of any issue previously mentioned.


I've done some research on Google but all I could find is information regarding to the issue of inability to launch the "Setting" app at all. I've experimented with some repairing strategies but none has worked for me so far.


I'm wondering if anyone has experienced similar issue. Any insight into this problem would be of big help to me.

Taskbar, Display Settings, and Personalize Not Working

I just updated my computer from Windows 7 to Windows 10, and now I cannot get the Start or Search buttons on my taskbar to respond at all. I cannot open the Taskbar Settings either, but programs will launch from the Task Bar at least, so it's not totally
frozen.

Also, when I right click on my desk top to go to Personalize or Display Settings I receive an error message reading:

"This file does not have an app associated with it for performing thi8s action. Please install an app or, if one is already installed, create an association in the Default Apps Setting page."

Can anyone explain this error or help me get the Start and Search working on my taskbar?

Note: I have already tried looking for Windows updates and uninstalling Avast as well as restarting Windows Explorer via the Task Manager.

disable windows settings, display setting and personalize by GPO


I need to restrict the action to not admin users in the tablet model: venue 10 pro.
I updated win 8.1 to win 10 pro. I install the Administrative Templates (.admx) for Windows 10 downloaded from the link below.

Most of restrictions I was able to activate but:

• windows settings (from start button),
• display setting
• personalise (theme, color lock screen...)

although I set all the voices present in the path below they didn't take place

User Configuration\Administrative Templates\Control Panel\Personalization
User Configuration\Administrative Templates\Control Panel\Display

How can i solve that issue?
