Windows 10: Windows 10 1903/1909 error 0x80070035 Network Attached Storage errors

Computers on our network cannot access our Network Attached Storage immediately after updating to either Windows 10 1903 or 1909. As it stands now, only computers with the previous build version 1809 and below are able to access the Network Share. We've tried every fix available from the your support team and official forums but nothing works. We're hoping you can help or direct our issue to the right support channel. Thank you

Hi,
I am unable to access one of three computers on my local network via File Explorer
I can access the other two and I can access a network local external drive.
The error is :
error code 0x80070035 the network path was not found
This expands into:
one or more network protocols are missing on this computer
windows sockets registry entries required for netork connectivity are missing
The post from SimBy in Network Protocols says to disable netbios over TCP/IP.

Network PC Win10 1903 issue Error Code 0x80070035

i followed these steps, but no matter what, i couldnt stop network list services.

"windows could not stop the network list service on local computer. error 1061: the service cannot accept control messages at this time".

also, which pc am i meant to be running this fix on? both PC's reported error 1061.
