Windows 10: Windows 10 constantly loads into "Select an Option" and wont go past it

I was having no problems with my Windows 10 PC until after powering it off and moving it. Now it automatically boots into this screen and none of the options do anything. When I attempt a Startup Repair it diagnosis's my computer before saying it can't repair with no log files. It won't let me uninstall any updates nor lets me do a system restore/system image recovery. I've been trying to not avail and hopefully I'll get some answers here

Cannot paste into Windows Mail

• On the search box, kindly type or copy and paste, cmd.exe /c cd 2>"%UserProfile%\empty.txt" & clip < "%UserProfile%\empty.txt".
