Windows 10: Windows 10 continuously failing to update (1803 to 1903/9)

Hello, I'm looking for help with this issue in the title.
Windows 10 is completely incapable of updating. I've done every single possible thing I could trying to fix this but no dice.

The update after reverting, at least when I tried through the update assistant and the ISO gave me the error -
0xC1900101 - 0x2000C
I got this error before and after I reinstalled windows. Feels bad to lose all of my years of installations over this considering it didn't even work.

Every time I try to update it gets to about 3% after the first restart then it just shuts down and undoes the changes. I have 66gb available on my SSD boot drive too.

I've unplugged all peripherals, doesn't work.
I've done native download and iso installation, always does the same thing.
I've even flashed my bios, not a single difference.
I've defragged my HDDs and those, including my 2 SSD, are all in perfect health.
I reset my windows completely, reinstalling and then attempted to update. Still failed, I am completely stumped.

If I can't even update windows 10 from a fresh install then I really don't understand what's wrong.

My PC isn't bad either:

CPU - i7-7700k
GPU - RTX 2080ti
RAM - 16gb

Updates used to work so I don't know at what point it went wrong. I don't know what you're going to tell me, all I know is many people have been having this issue since 2015 and for the most part it hasn't been fixed for anyone. I've done every fix suggested in these other posts by people so I hope a different perspective can be offered.

Win 10 1803 to 1903 update

My Desktop computer running Win 10 updated from version 1803 to 1903 a while back, but my Desktop running Win 10 version 1803

I'm assuming the update 1803 to 1903 has now resumed after the earlier problems caused a suspension?

Any thoughts, suggestions?

When you finish testing the Avast suggestion, make sure that you restart your machine.

Then if the issue persists, please return to the trouble shooting list in post# 89

I think there are three steps that remain; the WU troubleshooter, reset WU components, and manual WU reset.
