Windows 10: Windows 10 download restart loop

My laptop Asus has been running into issues for the past few months. Every time I opened my laptop I would run into an automatic repair loop, windows deleted my user account for some reason and the prebuilt administrator account was all that was availableI didn't have the password for it. I tried every option in the troubleshooter and I decided to boot up safe mode to use the terminal so I could create a new user account to reset my laptop with an iso file on my USB. Safe mode wouldn't start, every time I went on safe mode I would encounter a black screen. I tried everything I could find o
