Windows 10: Windows 10 en legal use?

Hi, simplw question can a giant company that sells pc hardware use WINDOWS 10 NON ACTIVATED for business use? Is this legal? In my country theres this giant hardware store that I themhave noticed using windows 10 non activated while doing business. I would like to know why is this being allowed or if they are breaking any laws? I myself run a small business and thought it was not legal therefore I had spent quite a sum of money on my small business to run it on Windows 10.
