Windows 10: Windows 10 error message 0xc0000098 file:\BCD on an Acer notebook

How do I get a recovery disk or flash drive for a notebook that doesn't have a cd disk drive? How do I fix this error message?

Recovery tool for \BCD ERROR CODE:0xc0000098

I have a HP Pavilion and since upgrading to win10 during Boot it freezes and I get the message FILE: \BCD with a ERROR CODE:0xc0000098 and it says I need a recovery tool, at that screen i hit esc. then enter and it boots up and runs perfect. how do I get
the recovery tool and fix the BCD file?

Installed windows 10, updated applications in the Samsung notebook NP915S3G-KD1BR did a little tour of the W10 and hung up the note. Later, when re-start it received file error message: \ BCD, error code 0xc0000098. It may be a result of the installation
of windows 10? How do I restore it since I do not have a copy of w10?
