    It took me a while to figure out what was going on. In short, as the title says, Windows 10 fails to install language features properly with User Account Control (UAC) settings on the highest setting (most secure, i.e. "Always notify").



    Steps to reproduce:


    1. Open User Account Control settings, configure it to the highest option (most secure, i.e. "Always notify"), and confirm the change clicking the "OK" button.

    2. Open Language settings, click the "Add a language" button, select "Japanese" from the list, click "Next", and then click "Install".

    3. Click the just installed "Japanese" ("日本語") language, and then click the "Options" button.

    4. Click on any of the "Download" buttons for the language features "Basic typing", "Handwriting", or "Speech".

    5. [PROBLEM] Nothing happens besides the buttons being visually "clicked". No language features are installed. Windows 10 fails.

    Additional info:

    • "Japanese" language was used as an example.
    • Windows 10 information:
      • Edition: Windows 10 Pro
      • Version: 1809
      • OS build: 17763.503
    • What seems to be going on: Windows 10 settings should call the elevation overlay but does not (or fails to do so), thus the operations silently fail showing no feedback or error messages.

  2. Optional language features fail to install

    I still have the issue. The OS tries to install the optional features for French keyboard and language multiple times and it fails every time. So it notifies me in the notification center. there is an error code 0x800F0908.

    I can see the failed attempts and the error code in: Settings->Manage optional features->see optional features history.

    The recent change is of course adding the French language for keyboard.

  3. Problem with UAC in win 10

    Hi,

    Thank you for posting your query in Microsoft Community. Appreciate your interest in using Windows 10.

    To disable UAC prompts, I suggest you to follow the steps provided below:

    • In the search bar, type Control Panel and press Enter.
    • Click on User Accounts and again click on User Accounts.
    • Click on Change User account control settings.
    • Provide password for the UAC prompt.
    • Drag the box from Always Notify to Never Notify and click on OK.
    • Provide password for the UAC prompt (if asked again).

    Important: Turning off UAC reduces the security of your computer and may expose you to increased risk from malicious software. We do not recommend leaving UAC disabled.
