Windows 10: Windows 10 fails to upgrade from build 1803 to 1903

Gets to 60% and fails...Last failed install attempt on ‎11/‎14/‎2019 - 0xc1900101. I just read thru a thread from August (with the same subject title as mine) that seems to be exactly what I'm experiencing but it didn't include a resolution. I've been working on this for 3 days now and have tried everything I can find (troubleshooting, deleting the software distribution contents, removing software, update assistant,... everything fails at 60%.


Does anyone have the resolution for this???

Trouble Upgrading 1803 to 1903 - Fails to restart

I’m still running the UEFI tests (Someone stepped on the power cable pulling it out so lost a lot of time!)

It’s in loop until failure, but does that mean test never ends!?

Every attempt (circa 8 now) fails at same point after restart on 60% update
popup window with failed to update system files
Full ISO version update gave more info in dialog after restart from rollback;
0xC1900101 - 0x30018
The installation failed in the FIRST_BOOT phase with an errooor during SYSPREP_SPECIALIZE operation

Tried all steps from link:
help link
Did chkdsk /f C:

did dsim check to restore health

did troubleshooting update from troubleshooting setting section in win10

tried media tool download (did not offer in place upgrade so did not finish)

Tried Iso update by downloading windows iso for 1903.

Updates all drivers I could.

No ! in any part of Device Manager list.

Also added log from Powershell command Get-WindowsUpdateLog

any ideas as after so many attempts I am stumped. Too many error messages in the attached logs for me to narrow down without knowledge to read them.
