Windows 10: Windows 10: Fallout 3 issues -- New Computer

This is an oldie but goodie issue, but I'm on a new computer now and it's been years since I've dealt with it. Launcher runs fine but when I run Fallout 3, I get the dreaded "The ordinal 43 could not be located in the dynamic link library C:\WINDOWNS\SYSTEM32\xlive.dll" message.


Did some research and it said to adjust settings to XP SP3 and Run as Admin, which I did. No luck. I then said to download the Xbox client, which I already have and am logged into. I also went into Steam and verified the files. Verification step passed clean. It does the same thing whether I run it from Steam or Xbox. Where do I go from here in terms of troubleshooting? Thanks.

4) Select Run this program in compatibility mode and select the operating system as Windows 8 or accordingly from the drop down list.
