Windows 10: Windows 10 Feature Update Version 1909 Does Not Install

Why can't Windows 10 Feature Update Version 1909 download and install correctly on my PC?

Every day when I check for updates, the download status is indicated as Pending Download. After a while, it says: Downloading 0% but when the download progress has reached 100%, it says Preparing Things 0%. However, again when the download progress has reached 100%, it goes back to the Pending Download and thereafter the download starts again at 0% and the process simply goes through the same cycle again.

If I check my update history, I notice that the Windows 10 feature update, version 1909 could not be installed 8 times last month.

What can I do about it? Can anyone advise me?

The update of features of Windows 10, version 1909 x64 the download begins to install stops at 58% which restarts to download again and never completes the installation.

BUG in feature update to windows 10 version 1909 via enablement package (KB4517245)

This is the first time I've seen this 'fix'...didn't work here as the instructions could not be followed. Step 1: done., Step 2: done., Step3 no clue as I hit every item listed and nothing
show your 'view installed updates'. Choose on the left or right-hand side....nothing updates I could find..
