Windows 10: Windows 10 file MSVCR71.dll missing

My windows 10 works fine.

However when restarting, sometimes message "MSVCR71.dll missing"

Can I download this file or is all OK anyway?

MSVCR71.dll is missing

I am running Windows 10 factory version on a HP Pavillion laptop that I bought less than 2 months ago. I am having several issues, including the missing
MSVCR71.dll. I am not sure if they are related or not. But they all started around the same time. The following list are the issues that I am having:

1. The program can’t start because MSVCR71.dll is missing from your computer. Try reinstalling the program to fix this problem.

2. Icons missing from the taskbar.

3. Nothing happens when I click on the windows icon in the bottom left corner.

4. Settings get disabled after shut down.

When I tried your suggestion, this was the outcome message:

Windows Resource Protection did not find any integrity violations.

C:\WINDOWS\system32>MSVCR71.dll 55r4tq3211q’

‘MSVCR71.dll’ is not recognized as an internal or external command, operable program

I have WLM working. However, I believe that the issues are being caused by either WLM or a Windows Update. I changed the settings in WLM to IMAP and the Updates on the same day so I am not sure which one it is causing the issues. However, my laptop
was working fine before then.

Please help me. I also am not the most tech savy person so please keep that in mind.

I have tried all of the above. When I do the sfc/scannow, it comes up with the following:

Windows Resource Protection did not find any integrity violations.

C:\WINDOWS\system32>MSVCR71.dll 55r4tq3211q’

‘MSVCR71.dll’ is not recognized as an internal or external command, operable program or batch file.

Any other suggestions?

Program can't start because it is missing MSVCR71.dll

I solved this problem.

Steps:

1.Download
msvcr71.dll

2.Copy file "msvcr71.dll" in
L: C:\Windows\SysWOW64
