Windows 10: Windows 10 Focus assist active when on desktop only

Since the Windows 10 May feature update Focus Assist is now constantly active if my PC is sitting on the desktop when its set for Full screen or games only. It disables if i open a program such as chrome and works as intended when i go full screen or launch a game. If i were to minimise or close chrome (as an example) and return to desktop focus assist activates again. I've tried disabling focus assist completely but surprising it seems to still be active while on the desktop and I've tried closing all background running programs to no avail. Is this a change in intended behaviour for focus assist or a outstanding issue and is there any workarounds?

Focus Assist used to be called "Quiet Hours".

It's a feature that basically allows you to pause or stop showing notifications when they would be inconvenient.

Focus Assist is nicely explained in this Windows Blog item from Elana Pidgeon "Windows 10 Tip: How to enable Focus Assist in the Windows 10 April 2018 Update" (May 2018):

"Focus Assist helps you get more done by easily blocking notifications, sounds, and alerts to create distraction-free work times. This is helpful if you’re giving a presentation or trying to focus on a paper, you can use Focus Assist to block interruptions or distractions."
