Windows 10: Windows 10 Home license transfer question

I'm planning on building a new PC and I currently run Windows 10 Home. I originally bought windows 10 for this computer a few years ago. Oddly enough I can't find the CD but I still have the sleeve with the product key on it. Can I transfer the license to the new PC or use the same product key if I deactivate windows on this PC? Can I use the method of creating a USB flash drive with Windows 10 installation media on it?

Windows 10 upgrade license

The interesting question is that: the upgrade takes place before 29 of July. If I upgrade the PC (change the MB), and I transfer the Win 8.1 license to this new PC (cause 8.1 is retail FPP), will I be able to upgrade to Windows 10 for free? Or a upgrade license must be bought?

i bought the license. My laptop was originally loaded with win 7 and was upgraded free couple of months.

does OS upgrades if my activation key is changed.
