Windows 10: Windows 10 Home retail license transfer

Hi,


I run into a problem, that I cant seem to find a way to transfer my retail non OEM license between my old laptop witch I will no longer use and new one i bought recently.


Old laptop has windows activated, new one - not.


Before I installed new laptop with win10 I formatted the old one. However when being unable to reactivate, I went ahead and reinstalled the old one.


Both devices are under same Microsoft account. I can see them both, but in reactivation tab only old device appears. No new device.

Windows 10 license transfer

If you upgraded from a retail box copy Windows 7, it has retail transfer rights.

Windows 10 upgrade license

The interesting question is that: the upgrade takes place before 29 of July. If I upgrade the PC (change the MB), and I transfer the Win 8.1 license to this new PC (cause 8.1 is retail FPP), will I be able to upgrade to Windows 10 for free? Or a upgrade license must be bought?
