Windows 10: windows 10 home stuck at 100% disk usage always.

windows is stuck at 100% disk usage when nothing is really running. any suggestions? i have tried updating drivers, all are updated. I tried to trouble shoot start up apps, by disabling all except system at start up (clean mode) and still says 100% disk usage.

I have tried all following steps ->

Disable Windows Search

Update your device drivers

Disable SuperFetch service

Disable Antivirus Software temporarily

Change your Google Chrome & Skype settings

Fix your StorAHCI.sys driver

Still when I disable windows update in servicers.msc it turns ON after day or 2..
