Windows 10: Windows 10 Home Stuck at Version 1803

Just a few weeks earlier, my PC was running quite smoothly (as smooth as a five year old device can run anyway), having recently updated to version 1903 of Windows 10 Pro, and paused the following feature updates as I'd heard horror stories about them.
Then my hard disk decided to lol nope its way out, and my device got stuck in a bootloop of some sorts, after which I had to get a new hard disk installed, and also had a new, clean install of Windows 10 Home, instead of Pro this time around.
The problem is, now my PC is stuck on Version 1803, refusing to upgrade. I go on Windows Update and all it tells me is that my device is up to date, and occasionally installs some minor cumulative updates.
It also shows the following message -

Your version of Windows has reached end of service. We recommend you update to the most recent version of Windows 10 to get the latest features and security improvements.

My question is, if Windows Update won't let me, how the heck do I update to 1903? 1903 was surprisingly stable for me, what with the systemwide dark mode and pause updates feature. Is there any way to manually update without losing all my data? Or is 1803 simply the final feature update for Windows 10 Home? Please help!

Windows 10 Home Stuck on Version 1803

My Desktop is running Windows 10 Home Version 1803, OS 17134.471 yet my Laptop is currently running Windows 10 Home Version 1809, OS 17763.134. Why is my Desktop "stuck" on an old version even though Windows Update checks everyday? Thank you.

The Windows Welcome experience will only be shown after installation of updates and occasionally when you sign in to highlight what's new and suggested by design. For more information about the new features and content of Windows 10 1803, please refer to
these support articles. It also includes a video that summarizes the new content in this release:

Also, make sure that the Windows welcome experience is enabled on your PC. Follow the steps below:

1. Open Settings > System > Notifications & actions.
2. Under Notifications, toggle the switch On "Show me the Windows welcome experience after updates and occasionally when I sign in to highlight what's new and suggested".

Unable to update Windows 10 Pro version 1709 to 1803

Have made several attempts to update Windows 10 version 1709 to the latest version 1803 and have not been successful.

I've done the following per some suggestions found online:

• Updated drivers
• Ran the Trouble Shooter for Windows 10 (Errors found were shown to be "Fixed" per the tool)
• Unplugged the printer

Although not at every attempt, I have received the following errors:

• 0xc1900101
• 0x80070643

Can someone please advise me as to what the errors are and provide me with the steps to update Windows.
