Windows 10: Windows 10 Hyper-V could not turn on

Hello, I am Pradeep. I have few docker containers running on Hyper-V. After installing 1903 update, my docker could not start because magically my Hyper-V uninstalled. When I try to install again using "Turn on and Off Windows Features", the installer showing an error. The error reads as "The parameter is incorrect" and error code is 0x80070057. The event viewer showing error as "Update Microsoft-Hyper-V-Management-Clients of package Microsoft-Hyper-V-ClientEdition failed to be turned on. Status: 0x80070057."

When I checked online, many pointing to BIOS setting for virtualization. Which is turned on in my case (both VT-x and VT-d). The performance tab under task manager saying the virtualization technology is enabled. I even took the pain to reset my installation but still the issue persists.

Can anyone help me to solve this issue?

Hyper-V lets you run an operating system or computer system as a virtual machine on Windows. Before proceeding in disabling
Hyper-V, please create a backup of your files for security purposes.

To disable Hyper-V, please follow the steps below:

• On the Cortana search box, type Turn Windows Features on or off and press
  Enter.
• Look for the Hyper-V folder.
• Uncheck the tick-box next to the main Hyper-V folder and click
  OK.
• Restart your PC.
