Windows 10: Windows 10 Japanese language pack will not work after upgrade

After upgrading from Windows 8.1 to 10 due to driver support for my AMD card, the Japanese language pack is not working correctly in Windows 10 version 2004. I uninstalled the Japanese Language pack in the language settings via Windows Settings, then reinstalled it but I could only do Romanji. The IME refuses to go into hiragana, even if I press the ALT and ~ key, as it did in 8.1.


Using the previous IME version via Windows settings does not help either, as hiragana does work, but I have no way of manually changing the hiragana to kanji. Normally when typing in hiragana, a squiggly line would appear under the characters, then pressing the space bar shows the available kanji spellings. This does not show up in Windows 10.


Also, if I uninstall the language pack via Windows settings and go into lpksetup and manually install it there, Windows will say that the language pack is still installed. If I uninstall it via lpksetup, it shows that it's not installed. However going back to lpksetup to install the cab language pack file would result in windows saying "This language cannot be installed" despite the files being signed my Microsoft and that I downloaded it from Microsoft's official site.


This was never an issue in 8.1 and I still have the Windows.old file on the C drive, encase the old IME is still on there.


What is going on here?

  Press Windows + I keys on the keyboard to open Settings menu.

  Click on Time and language in settings window.
  
• 
  Click on Region and language from left navigation pane.
  
• 
  Click on Add a language (+ symbol)
  
• 
  Select Japanese language pack.
  
• Now, click on Japanese language pack and click on
  Set a default button under the Region and language from left navigation pane.

Step 2:

• 
  Press Windows + X keys on the keyboard, select
  Control panel.
  
• 
  Type Language in the search bar located at the top right corner of Control panel and click on language.
  
• 
  Click on the Japaneselanguage pack on the Language window.
  
• 
  Click on Download and install language pack button under
  Japanese
  language pack.
  
• 
  Enter the administrator password if prompted.
  
• 
  Click on Save button.
