Windows 10: Windows 10 KB4023057 is rolling out with update reliability improvements

On September 7, Microsoft started rolling out a new update to select Windows 10 devices with improvements for the update mechanism. The new development comes days after company Redmond-based Microsoft announced Windows 10 October 2018 Update at IFA 2018 event in Berlin.

An updated version of KB4023057 for Windows 10 version has been released for Windows 10 version 1507, 1511, 1607, 1703, and 1709 (Fall Creators Update).

This update is rolling to select devices only and you cannot force it on your PC. It includes reliability improvements to Windows Update Service components in Windows 10.

“This update includes files and resources that address issues that affect the update processes in Windows 10 that may prevent important Windows updates from being installed. These improvements help make sure that updates are installed seamlessly on your device, and they help improve the reliability and security of devices that are running Windows 10,” Microsoft explains.

It’s worth noting that this update isn’t available in the Microsoft Update Catalog and it’s only offered to select PCs via Windows Update. KB4023057 was originally released earlier this year and the official KB page revealed that it was last updated on September 7 with additional fixes and improvements.

This update seems unusual in that it has only been seen in a few select regions. It is not listed in the Windows 10 update history, but there is a KB article for it in all languages...

• The key information there seems to be "Only certain builds of Windows 10 version 1507 and Windows 10 version 1511 require this update".

Microsoft updated the KB4023057:
"Update to Windows 10 Versions 1507, 1511, and 1607 for update reliability: November 2, 2017"

Files included are dated September 2017 with a June 2017 .xml file.
I see in the list this update KB4023057 v.2.3.3 installed 8/28/2017. From another thread here it could be to prepare for a major build update might be why in Apps.
I upgraded from 1607 to 1709, I see that rempl.xml and rempl.exe are in c:\Programs\rempl\ - two of the four anyways.
