Windows 10: WIndows 10 keyboard and onscreen keyboard not working

I have a desktop computer that the keyboard and the onscreen keyboard are both not working. I turned the computer on and cannot log in because of this issue. The computer is an HP and does not have a PS-2 port and the usb mouse works that is paired with the keyboard. Is there an know cause for this?

Nothing I do will change it.

How are you bringing up the keyboard?

For me, I right click on the Taskbar and select Show touch keyboard button, then when I click on that I get the Onscreen keyboard at the bottom of the screen and it looks like this:

 

Windows 10 Onscreen keyboard is on HotKey mode when 2-in-1 is in tablet mode.

• When you say that everything is fine with real keyboard in desktop mode, do you refer to the physical keyboard?
  
• Does the onscreen keyboard work properly in desktop mode?
