Windows 10: Windows 10 malfunctioning after going back from a reset error

Tried to reset my laptop, it did an error saying that a problem occurred and that nothing was changed, but then when it went back, the programs and all that was gone. what was left was the recycle bin. So I sort of thought maybe it actually worked or something...until I pressed the start button. it would load for half a second but would not open. The same thing happened with the notifications button and the time/date button. Also, whenever I try to open the settings, it would open and load for less than a minute and disappear, and then for the other apps that are part of the windows(like when opening photos and videos) and I would receive an error saying that the remote procedure call failed. Another thing was when I press "end task" on windows explorer in task manager, the entire desktop and start taskbar disappeared except for the current windows currently open(the task manager and the internet explorer) and didn't return after waiting for a long time, so I had to restart the laptop.

• Under General, next to “Open File Explorer to:” choose “This PC.”
