Windows 10: Windows 10 No administrator account Cannot access Command Prompt or safe mode all fail-Save...

Hello, Today I got the the blue screen of death and Automatic Repair and all options pressed from entering safe mode to entering command prompt fail. It keeps coming back to the blue options screen. What can I do to access command prompt? Or If i cant then what can I do to save my files? I do have an administrative account and it doesnt appear. It asks me if I forgot my password but it all goes back to the blue screen? I also do have several restore points but I cannot access them either.. What can I do to save files or restore computer? Thank you

I am repairing a laptop for a friend and I need to access windows in safe mode and the owner has forgotten the password to the main user. I tried logging on with the administrator profile in safe mode but it is not showing up so I was going to use command prompt in safe mode with command prompt but command prompt will not open when I boot that option. Does anyone have any hints for me to figure this out?

Command prompt is only accessible from the Administrative Profile, this is to prevent general users from accessing and bypassing controls.
One method is to remove the drive and connect it to another system.
