Windows 10: Windows 10 Not Responding

Hello Reddit, after mercilessly searching for answers the internet has failed to help me, I have always seen reddit posts solving peoples issues with games, computers, etc , so I am hoping you can help.

The issues all started when I installed my new RTX 3090, every time I start my computer it moves extrmely slowly or just does not respond for around 15 minutes. Sometimes the issue is solved by restarted my pc. I have windows on a SSD so normally my computer starts very fast, but it hasn't been starting fast. Recently the taskbar at the bottom that houses the tabs and windows button (which is what I use to launch all my programs) when I click on it it says "Windows not responding" and the only options are "End Proccess" which just flashes a black screen and continues to not respond or "Cancel". I have waited 45 minutes for it to start responding and it never does. After a few restarts it works like normal again.

My specs are:

Intel(R) Core(TM) i7-9700K CPU @ 3.60GHz

Corsair Vengance RGB 32GB Ram

MSI GeForce RTX 3090 GAMING X TRIO 24G GDDR6X

ASUS ROG STRIX Z390-F GAMING

Corssair 850 Watt Power Supply

I have not done any overclocking myself.

And if you need to know anything else you can ask and I can find out.

If anyone is able to find out what the issue is please help me.

Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK
