Windows 10: Windows 10 Not Starting After Reset

I am using a Toshiba Laptop with Windows 10 installed. I used the Reset option available to reset my laptop before resale. I opted for a complete reset that takes longer. However, in the second half of the process, my laptop starting rebooting multiple times. While this is expected a similar thing happened on rebooting my newer DELL Laptop, this reboot ran on a loop for more than 1 day- after which I switched off the laptop. On switching on the laptop again, the device is continuously rebooting Windows during startup.Laptop Starts --> Windows Icon appears --> RepeatPlease advise me how

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK
