Windows 10 Pro throttling my net?

Hi, I'm wondering where Windows 10 Pro is throttling my internet? I have 400meg cable internet from spectrum. Desktop PC with Win10 pro WIRED CONNECTION is getting roughly 250meg down with Ookla speed test. My Galaxy s21 Ultra gets over 400meg down over wifi. I've been troubleshooting several days now. Swapped cables, ports. Thought it was my port on my mobo until I ran ubuntu from USB and went to Ookla and got over 400meg down on the same desktop wired connection with Win10 pro. Tested my laptop on basic Win10 and got over 400meg down over wifi. Why am I getting only 250meg down on Win10 Pro?

    :)

    Windows 10 Tweaks

Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

    • Open a new Explorer window.
    • Click View in the ribbon.
    • Click Options.
    • Under General, next to “Open File Explorer to:” choose “This PC.”
    • Click OK

  3. Microsoft .NET Framework, Unhandled exception

    Hi,

    Welcome to Microsoft Community.

I suggest you to un-check and recheck .Net framework 3.5 and .Net framework 4.6 advance series from Windows features.

    Try the following steps:

    • Press Windows + R keys to open Run command.
    • Type Appwiz.cpl and select "turn Windows feature on or off" from the left
    • Uncheck .Net framework 3.5 and .Net framework 4.6 advance series.
    • Restart the computer
    • Repeat step 1 and 2 and check .Net framework 3.5 and .Net framework 4.6 advance series.
    • Restart the computer.
