Windows 10: Windows 10 refreshing

Running windows 10 on my laptop. When I start it up and even on the lock screen everything is fine no problems. But when I unlock it and get to the windows screen my taskbar at the bottom keeps refreshing. I cannot open the start menu or anything on that bar. Some of the symbols are missing. The only way I have been able to open Firefox or the CMD screen is to go in and do ctrl alt delete and pull up the task manager and open run a mew task. I tried to see if I could upgrade to windows 11 but my computer does not support it. I did run the sfc /scannow and it came back with "windows resource

Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

  In top right corner you will find a refresh button

  Click on refresh button and check if it sync with the account
