Windows 10: Windows 10 services greyed out

Hi, I currently own a laptop with Windows 10 Home Edition OS. I have always manually disabled Windows Updates through services.msc(disabling it through other means does not seem to work, it still updates), somehow it keeps turning itself back on every reboot, I don't want my laptop to download any updates because Internet Data can really be expensive(and really slow) in my country and I want to use the internet that I paid for myself and not for updates. Recently, I cant disable Windows Updates through services.msc, when I go to properties Startup type and service status is greyed out and I cant change anything. I have already tried so many solutions from google searches but none of them worked for me. My only remaining option if I still don't get this fixed is to reset my laptop then downgrade to Windows 8 or 7 because I really don't want updates to eat up the internet I pay for. Is there any other solution to fix the greyed out options in services.msc so I can continue turning it off as always?

Location service is greyed out

Sorry for the inconvenience caused for you, I suggest you to try the below troubleshooting steps and check If it helps.

Step 1: Steps to turn on the Location settings.

• Login as an administrator.
• Press Windows key, type Location settings and select
  Change location settings.
• Check whether Location for this device is On by clicking on
  Change.
• Also turn on Location as well.

Step 2: And as you are unable to set the service Geolocation service to automatic, I suggest you to run SFC scan and check.

System File Checker is a utility in Windows that allows users to scan for corruptions in Windows system files and restore corrupted files.

Follow the below steps:

• 
  Right click on the Start button, click on
  Command Prompt (Admin).
  
• 
  Type “sfc /scannow” without the quotes and hit
  Enter.
  
• 
  After the scan, restart the computer and check for the issue.

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
