Windows 10: Windows 10 Settings Bar and Taskbar Flashing

So I've had this issue ever since I got my current computer, an Omen 15 2020. Every so often, the taskbar will flash. Not the icons, but the actual black bar that makes up the whole taskbar itself. It doesn't appear to be messing with anything either. But it also seems to be happening in other built-in programs, like Settings, but it is only ever the "bar" in those programs. The grey bar at the top of every page in Settings will flicker. Sometimes I get good days where it doesn't happen at all, but other days it goes a bit crazy as shown in the video below. I have run troubleshooters, system checks through the control panel, which claimed there was an error that couldn't be fixed, and I have checked for Windows updates and driver updates, but the only issue with my drivers is with "WAN Miniport IP." It's harmless in the sense where it doesn't mess up my mouse, but after months of trying to fix it, I'm hoping I can finally find a solution here.

2. Then click on Search.

3. Select Search box from the list.

Cannot modify Task Bar settings

• Right click on the Task Bar.
• Uncheck the option " Lock the Taskbar."
