Windows 10: Windows 10 severely damaged

Alright so about a month ago i installed pso2 on windows 10 even though i read the horror stories and i wish i would have listened. Pso2 says it doesnt exist and i domt have privelege to delete the actual folder and files. Msconfig is gone. I cant launch powershell or cmd in safe mode, indexing cant be turned on and something is eating my hardrive space. Ive tried avast, avg, spybot, eset and mbar anti rootkit. Nothing returns anything out of order. Also my restores and backup partition are not working. I just want my laptop back and to not lose all my files anddata but i dont know if thats ev
