Windows 10: Windows 10 shutdown issue

Ever since I had purchased my first windows 10 desktop 2015 - factory built, I have been experiencing an issue that many, many other Windows 10 users were/are experiencing - the "shutdown" bug. In which after using the desktop/laptop for 2 hours or so or any length of time, and then choosing to switch off the desktop/laptop navigating to the Windows icon > power icon > selecting shutdown. the screen goes blank yet the lights on the tower remain on. So I/we resort to holding down the power button on the tower till the tower switches off. I & many Windows 10 users the utilise the circumvention method - which by navigating to the Windows icon > power icon > select restart computer > machine restarts > at the login screen choose shutdown. Now a while back I had upgraded to version 1909. The circumvention method no longer works WHAT THE HECK. I then contacted an agent at Microsoft, and the agent told me that they, Microsoft, are working to fix this shutdown issue. Shortly after a buddy of mine gave me an command prompt that fixes the shutdown issue - and it worked. Now, this morning, I downloaded the latest version of Windows 10 - 20H2. Has the shutdown bug been sorted out? Another question, when I downloaded the latest version 20H2 does the command prompt that typed in reverts to it's default state? Does entering the same command prompt more than once foul-up my desktop?

• Type Troubleshooting in the search bar beside the Windows icon.
• Select Troubleshooting from the results.
• Under System and Security, select Fix Problems with Windows Update.
• Choose Troubleshoot as an Administrator.
