Windows 10: Windows 10 start menu cannot NOT be fullscreened :I

Issue:

I am experiencing an issue where the start menu is always on fullscreen.
I have looked at the top 5 other pages about this topic and tried the troubleshooting techniques, and none of them have worked.
I can see my normal desktop when using apps and games that cannot fullscreen e.g. Undertale, but when they are closed it goes back to the full start screen.
When I press the start key or start button on the taskbar, it goes into fullscreen
Apps that can fullscreen always do, and I cannot change this. While these apps are fullscreened, I can splitscreen two apps, but that is all.
I have double and triple checked both that I am not on tablet mode, and the start menu is not supposedto be fullscreened.
I have followed 3 other methods, and none of them have worked. This started when I first charged my laptop after about a week I was on vacation, and for six months have not been able to resolve this issue.
I do not know if this is just a new feature, but if so please remove the option to un-fullscreen it. For me at least, it does not work.

Details:

I can see the image on my desktop, and in the settings preview it is clear that it is still possible to un-fullscreen it, through settings or otherwise.

This is on Windows 10.

Tried the fist no dice. Even tried uninstalling Kasperski still no go

          When you say "If I sign in under my user name I am in some earlier version", which version you are referring to?

          Did you made any recent changes to your computer prior to the issue?

          When you say “I cannot access the start menu and am limited to IP as a browser” Is it refers to Microsoft Edge?
          

As an initial steps, I suggest you to check for the Windows version. To do so, follow the below steps:

1) Login to your computer through user name on which it show earlier version of Windows.

2) Press Windows key + r.

3) Type winver, hit enter.
