Windows 10: Windows 10 Startup Loop

Hopefully someone is able to help me out here. I have an HP Pavilion All-In-One, and it's been having some big issues lately. At one point, I couldn't get past the default administrator login screen. However, after a few hours yesterday, I got to the Windows setup screen where it asks for language, time zone, etc. I continue on and I "use express settings" on the next screen. After that, it tells me just a moment and then resets back to the initial screen. I've tried updating bios, running a test to see if it's a hardware problem, and no luck. It says it cannot reset my PC through the troubles

Can't get GPU-Z to start with Windows 8.1 startup

I'm not sure how to do that. Could you list the steps for a noob?

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

Infinite loop of startup repair

When i start over do i do it on a seperate computer and install the os to usb a connect it to the Infinte loop pc?
