Windows 10: Windows 10 stuck after resetting

I wanted to give my almost new HP windows 10 laptop to someone else so I chose the reset my PC option. I chose remove all of my files and selected totally clean the drive from the troubleshoot options. It began resetting and after it was 100%, the screen that comes the first time you open windows came that asks for personal information. The problem came after the page on which the language and keyboard layout was to be selected. After I clicked next, "Why did my PC restart" came. Under it was written something about the updates and internet. I connected it with WiFi and clicked next. The "Just a moment" screen came and then after a long time it restarted and again the language page came. This repeated many times and is still going on. Then suddenly the desktop appeared after I pressed escape but then it vanished just as it had appeared. It all was followed by that "just a moment" screen and then after sometime the language screen appeared again. I tried hard shut down and things like this but nothing improved. Please tell me how to repair this.

• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK
